LỜI NÓI ĐẦU Niên giám thống kê tỉnh Tây Ninh là ấn phẩm được Cục Thống kê tỉnh Tây Ninh biên soạn và xuất bản hàng năm, tập hợp những chỉ tiêu thống kê cơ bản nhất phản ánh thực trạng tình hình kinh tế - xã hội của tỉnh. Ngoài ra, Niên giám cũng cung cấp thêm một số biểu số liệu kinh tế - xã hội của các tỉnh, thành phố trong vùng kinh tế trọng điểm phía Nam và toàn quốc nhằm phục vụ yêu cầu nghiên cứu của các cấp, các ngành. Nội dung Niên giám thống kê tỉnh Tây Ninh 2019 được thực hiện theo Maket Niên giám thống kê cấp tỉnh của Tổng cục Thống kê, bao gồm biểu số liệu, giải thích thuật ngữ, phương pháp tính một số chỉ tiêu thống kê chủ yếu và đánh giá khái quát những nét chính về tình hình kinh tế, xã hội của tỉnh trong năm 2019. FOREWORD Tay Ninh Province Statistical Yearbook is a publication compiled and published annually by Tay Ninh Province Statistics Office, included the most basic statistical indicators reflecting the current socio-economic situation in the province. In addition, the yearbook also provides a number of socio-economic data tables of provinces and cities in the Southern Key Economic Region and the whole country to serve the research requirements of all authorities and sectors. The contents of the Tay Ninh province Statistical Yearbook 2019 are made according to the maquette of provincial Statistical Yearbook set by the General Statistics Office, including data tables, terminology explanations, methodology of some major statistical indicators and overview on the main features of the province's socio-economic situation in 2019. CHÚ THÍCH 1. Ngành kinh tế Việt Nam theo Quyết định số 27/2018/QĐ-TTg ngày 06 tháng 7 năm 2018 của Thủ tướng Chính phủ “về việc Ban hành Hệ thống ngành kinh tế Việt Nam” 2. TỔNG QUAN KINH TẾ - XÃ HỘI TỈNH TÂY NINH NĂM 2019 1. Tăng trưởng kinh tế Tổng sản phẩm trên địa bàn (GRDP) theo giá so sánh 2010 sơ bộ năm 2019 tăng 8,80% so cùng kỳ năm trước. Trong đó, khu vực tăng trưởng mạnh nhất là khu vực công nghiệp - xây dựng tăng 17,12%, đóng góp 6,01 điểm phần trăm vào mức tăng trưởng chung, kế đến là khu vực dịch vụ tăng 6,46%, đóng góp 2,09 điểm phần trăm; khu vực nông, lâm nghiệp và thủy sản tăng 0,53%, đóng góp 0,15 điểm phần trăm; thuế sản phẩm trừ trợ cấp sản phẩm tăng 10,92%, đóng góp 0,55 điểm phần trăm vào mức tăng chung. Xét về quy mô và cơ cấu kinh tế của tỉnh: Tổng sản phẩm trên địa bàn tỉnh (GRDP) theo giá hiện hành ước tính đạt 81.799 tỷ đồng, trong đó khu vực nông, lâm nghiệp và thủy sản chiếm tỷ trọng 21,13%; khu vực công nghiệp và xây dựng chiếm 42,29%; khu vực dịch vụ chiếm 31,55%; thuế sản phẩm trừ trợ cấp sản phẩm chiếm 5,03% trong tổng sản phẩm của tỉnh. 2. Thu, chi ngân sách Nhà nước và Bảo hiểm Tổng thu ngân sách Nhà nước trên địa bàn năm 2019 đạt 17.397 tỷ đồng, tăng 14,09% (tương ứng +2.148 tỷ đồng) so với năm 2018. Tổng chi ngân sách địa phương năm 2019 ước tính đạt 14.418 tỷ đồng, tăng 8,30% (tương ứng +1.105 tỷ đồng) so với năm 2018. Tổng thu bảo hiểm năm 2019 đạt 4.233 tỷ đồng, trong đó thu bảo hiểm xã hội đạt 3.189 tỷ đồng; bảo hiểm y tế đạt 1.044 tỷ đồng. Tổng chi bảo hiểm năm 2019 đạt 2.399 tỷ đồng; trong đó chi bảo hiểm xã hội đạt 1.878 tỷ đồng; chi bảo hiểm y tế đạt 521 tỷ đồng. 3. Thu đầu tư và phát triển doanh nghiệp 3.1. Vốn đầu tư phát triển toàn xã hội trên địa bàn Tổng vốn đầu tư phát triển toàn xã hội thực hiện trên địa bàn tỉnh năm 2019 theo giá hiện hành đạt 34.216 tỷ đồng, tăng 22,83% so với năm 2018 7
và bằng 41,83% GRDP, bao gồm: Vốn khu vực Nhà nước đạt 4.345 tỷ đồng, chiếm 12,70% tổng vốn và tăng 3,05%; khu vực ngoài Nhà nước đạt 17.544 tỷ đồng, chiếm 51,28% và tăng 25,72%; khu vực có vốn đầu tư nước ngoài đạt 12.325 tỷ đồng, chiếm 36,02% và tăng 27,27%. 3.2. Thu hút đầu tư - phát triển doanh nghiệp Thu hút đầu tư nước ngoài: Cả năm đạt 1.200,57 triệu USD, tăng 49% so với cùng kỳ, gồm: Cấp giấy chứng nhận đầu tư mới 35 dự án với số vốn đăng ký 860,2 triệu USD (tăng 5 dự án, số vốn đăng ký tăng 406,9 triệu USD); có 33 dự án bổ sung vốn 391,19 triệu USD, tăng 10% về lượt dự án và 21,27% số vốn bổ sung, 3 lượt dự án giảm vốn với 50,82 triệu USD. Lũy kế trên địa bàn tỉnh có 320 dự án đầu tư nước ngoài, với tổng vốn đăng ký là 6.967,4 triệu USD; đã có 233 dự án đi vào hoạt động với số vốn đăng ký 4.936,4 triệu USD; 39 dự án đang triển khai với số vốn đăng ký 1.333,9 triệu USD; 37 dự án chưa xây dựng với số vốn đăng ký 667,32 triệu USD; 11 dự án ngưng hoạt động với số vốn đăng ký 29,73 triệu USD. Thu hút đầu tư trong nước: Đạt 4.625 tỷ đồng, giảm 67% so với cùng kỳ. Lũy kế, trên địa bàn tỉnh có 522 dự án đầu tư còn hiệu lực với vốn đăng ký 74.186 tỷ đồng; trong đó có 294 dự án đi vào hoạt động với số vốn 38.722 tỷ đồng, 62 dự án đang triển khai xây dựng với số vốn 17.580 tỷ đồng, 145 dự án chưa xây dựng với số vốn 16.686 tỷ đồng, 21 dự án dừng hoạt động với tổng vốn đầu tư 1.198 tỷ đồng. Vốn thực hiện đạt khoảng 28% so với vốn đăng ký. Phát triển doanh nghiệp: Cấp giấy chứng nhận đăng ký thành lập mới cho 621 doanh nghiệp, tổng vốn đăng ký là 11.595 tỷ đồng, so với cùng kỳ tăng 10,0% về số doanh nghiệp và tăng 134,96% về vốn đăng ký, quy mô vốn đăng ký 01 doanh nghiệp 18,6 tỷ đồng, cũng tăng 113,02% so với năm trước; có 140 doanh nghiệp giải thể, giảm 30,34% so cùng kỳ (cùng kỳ giải thể 201 doanh nghiệp). Kinh tế tập thể: Thành lập mới 17 hợp tác xã, 476 thành viên, tổng vốn điều lệ là 7,6 tỷ đồng; giải thể 01 hợp tác xã. Lũy kế, có 130 hợp tác xã, với 30.848 thành viên, tổng vốn điều lệ khoảng 234 tỷ đồng. 8
4. Chỉ số giá tiêu dùng, giá vàng và Đô la Mỹ Chỉ số giá tiêu dùng (CPI) tháng 12/2019 trên địa bàn tỉnh tăng 3,98% so với tháng 12 năm trước, bình quân cả năm tăng 2,82% so với năm 2018. Chỉ số giá vàng và Đô la Mỹ: Do ảnh hưởng của giá vàng, giá đô la Mỹ trên thị trường thế giới, giá vàng bình quân tháng 12/2019 là 3.981.000 đồng/chỉ, tăng 16,66% so với cùng kỳ năm trước, bình quân năm tăng 6,80%; giá đô la Mỹ tháng 12/2019 là 23.274,29 đồng/USD, giảm 0,49% so với cùng kỳ năm trước; bình quân năm 2019 tăng 1,05% so với năm 2018. 5. Kết quả sản xuất, kinh doanh một số ngành, lĩnh vực 5.1. Nông, lâm nghiệp và thủy sản Tình hình sản xuất nông nghiệp trong năm 2019 có những khó khăn nhất định, tình hình giá cả một số hàng nông sản không ổn định, chi phí sản xuất tăng cao, thời tiết không phù hợp với một số cây trồng, hiệu quả kinh tế mang lại thấp nên việc chuyển đổi cây trồng diễn ra thường xuyên, đã làm thay đổi về cơ cấu cây trồng trong các vụ sản xuất. Sản lượng lúa cả năm 2019 đạt 806.719 tấn, giảm 6.279 tấn so với năm 2018; sản lượng ngô đạt 28.238 tấn, giảm 4.202 tấn so với năm 2018; sản lượng rau, đậu các loại đạt 375.225 tấn, giảm 4.842 tấn. Năm 2019, tình hình sản xuất cây lâu năm trên địa bàn tỉnh vẫn được duy trì và phát triển ổn định, chủ yếu phát triển tập trung ở nhóm cây ăn quả. Việc chuyển đổi cây trồng diễn ra thường xuyên, cơ cấu cây trồng chuyển biến tích cực. Giá cả một số sản phẩm cây ăn quả có xu hướng tăng nhẹ, nhưng giá mủ cao su tiếp tục giảm đã ảnh hưởng không nhỏ về thu nhập cũng như kế hoạch đầu tư của người sản xuất. Tổng diện tích cây lâu năm toàn tỉnh đạt 121.700 ha, giảm 2,36% (-2.942 ha) so năm 2018. Về sản xuất lâm nghiệp, trong năm 2019 diễn ra không mấy thuận lợi. Thời tiết những tháng đầu năm nắng nóng kéo dài, nhiệt độ luôn ở cấp cao và cấp cực kỳ nguy hiểm, khả năng gây nguy cơ cháy rừng cao, nhưng từ giữa năm có những cơn mưa tạo điều kiện thuận lợi cho công tác trồng, chăm sóc và bảo vệ rừng, phòng chống cháy rừng. Diện tích rừng trồng mới 9
cả tỉnh đạt 421 ha, tăng 27,58% so với năm 2018; Sản lượng gỗ khai thác đạt 61.269 m3 giảm 3,51%. Trong năm không xảy ra tình trạng cháy rừng, nhưng xảy ra 95 vụ vi phạm quy định pháp luật về quản lý, bảo vệ rừng và quản lý lâm sản (giảm 30 vụ so với cùng kỳ năm 2018), tịch thu 67,126 m3 gỗ các loại và một số tang vật, phương tiện khác. Tình hình nuôi trồng và khai thác thủy sản nội địa năm 2019 trên địa bàn tỉnh gặp một số khó khăn do thời tiết diễn biến bất thường, nắng nóng gay gắt, bên cạnh đó là tình hình giá bán một số sản phẩm của người sản xuất ngày càng giảm nhưng chi phí thức ăn cho nuôi trồng cũng như chi phí đánh bắt thủy sản lại cao phần nào ảnh hưởng đến nuôi trồng và khai thác thuỷ sản. Diện tích nuôi trồng thủy sản đạt 638,01 ha, giảm 14,58% so cùng kỳ; Sản lượng thủy sản nuôi trồng cả năm 2019 đạt 7.582 tấn, giảm 28,61% so với năm 2018. 5.2. Công nghiệp Chỉ số sản xuất toàn ngành công nghiệp năm 2019 tăng 16,01% so với năm 2018. Trong các ngành công nghiệp cấp II, một số ngành có chỉ số sản xuất năm 2019 tăng cao so với năm trước như: Dệt tăng 30,11%; sản xuất da và các sản phẩm có liên quan tăng 12,79%; sản xuất sản phẩm từ cao su và plastic tăng 12,76%; công nghiệp chế biến, chế tạo khác tăng 31,51%; sản xuất và phân phối điện, khí đốt, nước nóng, hơi nước và điều hoà không khí tăng 133,25%; thoát nước và xử lý nước thải tăng 38,36%; hoạt động thu gom, xử lý và tiêu huỷ rác thải, tái chế phế liệu tăng 16,48%. Một số ngành có mức tăng thấp hoặc giảm so với năm trước như: Sản xuất trang phục tăng 2,0%; sản xuất sản phẩm từ khoáng phi kim loại khác tăng 1,29%; sản xuất, chế biến thực phẩm tăng 1,05%; khai khoáng khác giảm 3,37%. 5.3. Thương mại và dịch vụ vận tải Tổng mức bán lẻ hàng hóa và doanh thu dịch vụ tiêu dùng trên địa bàn tỉnh sơ bộ năm 2019 đạt 79.783 tỷ đồng, tăng 9,31% so với cùng kỳ (năm 2018 tăng 9,72%). Trong đó, doanh thu thương mại tăng 9,62%; dịch vụ lưu trú, ăn uống tăng 9,32%; du lịch tăng 2,71%; dịch vụ khác tăng 6,92%. 10
Vận tải hành khách năm 2019 đạt 19.424 nghìn lượt khách, tăng 5,16% so với năm trước và luân chuyển đạt 1.418 triệu lượt khách.km, tăng 7,34%. Vận tải hàng hóa năm 2019 đạt 15.656 nghìn tấn, tăng 7,12% so với năm trước và luân chuyển đạt 1.177 triệu tấn.km, tăng 7,13% so năm trước. 6. Một số vấn đề xã hội 6.1. Dân số, lao động và việc làm Dân số trung bình năm 2019 của tỉnh đạt 1.171.683 người, tăng 11.002 người, tăng 0,95% so với năm 2018. Về khu vực, ở thành thị là 208.300 người, chiếm 17,78%; dân số khu vực nông thôn là 963.383 người, chiếm 82,22%; dân số nam là 585.500 người, chiếm 49,97%; dân số nữ là 586.183 người, chiếm 50,03%. Lực lượng lao động từ 15 tuổi trở lên sơ bộ năm 2019 đạt 706.972 người, tăng 4,44%, (tương ứng +30.027 lao động) so với năm 2018. Lao động 15 tuổi trở lên đang làm việc trong các ngành kinh tế sơ bộ năm 2019 đạt 696.467 người, tăng 28.947 người so với năm 2018, trong đó khu vực nông, lâm nghiệp và thủy sản chiếm 28,00%; khu vực công nghiệp và xây dựng chiếm 31,46%; khu vực dịch vụ chiếm 40,54%. Tỷ lệ lao động trong độ tuổi đã qua đào tạo sơ bộ năm 2019 đạt 12,48%. Tỷ lệ thất nghiệp của lực lượng lao động trong độ tuổi năm 2019 là 1,54%, trong đó khu vực thành thị là 1,47%; khu vực nông thôn là 1,55%. Thu nhập bình quân một tháng của lao động làm công ăn lương từ 15 tuổi trở lên năm 2019 đạt 5.888 nghìn đồng, trong đó khu vực thành thị đạt 5.922 nghìn đồng; khu vực nông thôn đạt 5.710 nghìn đồng. 6.2. Trật tự và an toàn xã hội Trong năm 2019, trên địa bàn tỉnh xảy ra 151 vụ tai nạn giao thông từ ít nghiêm trọng trở lên làm chết 67 người, bị thương 126 người (so với cùng kỳ: giảm 65 vụ, giảm 15 người chết, giảm 50 người bị thương); nguyên nhân chủ yếu của các vụ tai nạn là do người điều khiển xe không đúng phần đường, chuyển hướng, tránh, vượt thiếu quan sát và sử dụng rượu bia khi tham gia giao thông. 11
Tại nạn giao thông đường thủy trong năm không xảy ra. Năm 2019, trên địa bàn tỉnh xảy ra 26 vụ cháy, không thiệt hại về người, thiệt hại về tài sản khoảng 45.126 triệu đồng. Giảm 5 vụ so với năm trước, nhưng số tiền thiệt hại tăng 30.377 triệu đồng so với cùng kỳ năm trước. Tóm lại, năm 2019 trong bối cảnh chung tình hình kinh tế - xã hội cả nước có nhiều chuyển biến tích cực. Trên địa bàn tỉnh, mặc dù với diễn biến phức tạp của thời tiết do biến đổi khí hậu, cùng với giá cả sản phẩm nông nghiệp nhìn chung còn nhiều biến động, tác động nhiều đến sản xuất cũng như sinh hoạt của người dân, nhưng nền kinh tế của tỉnh vẫn tiếp tục duy trì được đà tăng trưởng khá cao, đạt và vượt kế hoạch đề ra. Sản xuất nông nghiệp còn chưa hết khó khăn, nhất là ngành trồng trọt và chăn nuôi, một mặt do giá cả một số nông sản chủ lực của tỉnh vẫn chưa ổn định, dịch khảm lá trên cây mì vẫn chưa được ngăn chặn, dịch tả lợn châu Phi lây lan trên diện rộng, mặt khác cũng do độ trễ của việc chuyển đổi cây hàng năm sang cây lâu năm làm chậm nhịp độ tăng trưởng sản xuất ngành nông nghiệp. Sản xuất kinh doanh của các ngành công nghiệp, thương mại, dịch vụ trên địa bàn, nhìn chung đều phát triển thuận lợi, duy trì mức độ tăng trưởng khá cao; Vận tải hàng hóa, hành khách tiếp tục phát triển ổn định; Giá cả thị trường tương đối ổn định, mặc dù giá thịt heo hơi thời điểm gần cuối năm liên tục tăng đã tác động phần nào đến chỉ số giá tiêu dùng chung; Thu ngân sách tăng khá cao so với dự toán cũng như cùng kỳ; Hoạt động ngân hàng ổn định và phát triển; Hoạt động văn hoá sôi nổi, duy trì thường xuyên; An ninh quốc phòng được đảm bảo; Các chính sách về an sinh xã hội chăm lo đời sống cho người dân được quan tâm thực hiện và đạt kết quả nhất định. 12
OVERVIEW ON SOCIO-ECONOMIC SITUATION IN TAY NINH PROVINCE IN 2019 1. Economic growth Gross regional domestic product (GRDP) at constant 2010 prices preliminary in 2019 increased by 8.80% over the same period last year. In particular, the strongest growth was in the industry-construction sector which increased by 17.12%, contributing 6.01 percentage points to the overall growth rate, followed by the service sector increased by 6.46%, contributed 2.09 percentage points, agriculture-forestry-fishery rose by 0.53%, contributed 0.15 percentage point, the product taxes less subsidies on production increased by 10.92%, contributed 0.55 percentage points to the overall growth rate. State budget revenues and expenditures and insurance Total state budget revenue in the province in 2019 reached 17,397 billion VND, an increase of 14.09% (equivalent to 2,148 billion VND) compared to 2018. Total budget expenditure in 2019 was estimated at 14,418 billion VND, increased 8.30% (corresponding to +1,105 billion VND) compared to 2018. Total insurance revenue in 2019 reached 4,233 billion VND, of which social insurance revenue was 3,189 billion VND; health insurance reached 1,044 billion VND. Total expenditure on insurance in 2019 was 2,399 billion VND, of which social insurance was 1,878 billion VND; health insurance reached 521 billion VND. 13
3. Investment and development of enterprises 3.1. Development investment capital for the whole society in the area The total development investment capital of the whole society in the province in 2019 at current prices reached 34,216 billion VND, went up 22.83% compared to 2018 and equal to 41.83% of GRDP, including: the State sector's investment reached 4,345 billion VND, accounting for 12.70% of total capital and rose up 3.05%; the non-state sector's investment reached 17,544 billion VND, accounting for 51.28% and expanded 25.72%; the FDI’s investment reached 12,325 billion VND, accounting for 36.02% and increased by 27.27%. 3.2. Attracting investment - Developing enterprises Attraction of foreign investment: The whole year reached 1,200.57 million USD, grew up 49% over the same period, including: Granting new investment certificates of 35 projects with a registered capital of 860.2 million USD (up 5 projects, the registered capital increased 406.9 million USD); 33 projects with additional capital of 391.19 million USD, an increase of 10% in the times of projects and 21.27% of the additional capital, 3 times of projects with a decrease of 50.82 million USD in cumulative capital; Accumulated, the province had 320 foreign invested projects with a total registered capital of 6,967.4 million USD, 233 projects had been put into operation with a registered capital of 4,936.4 million USD; 39 projects were being implemented with a registered capital of 1,333.9 million USD; 37 projects were not yet built with the capital of 667.32 million USD; 11 projects stopped operating with a registered capital of 29.73 million USD. Attraction of domestic investment: Reached 4,625 billion VND, down 67% over the same period. Accumulated, there were 522 valid investment projects with registered capital of 74,186 billion VND in the province; of which 294 projects came into operation with the capital of 38,722 billion VND, 62 projects were under construction with the capital of 17,580 billion VND, 145 projects were not yet built with the capital of 16,686 billion VND, 21 projects had stopped operating with the investment capital was 1,198 billion VND. Implemented capital reached about 28% of registered capital. Enterprise development: Granting new business registration certificates for 621 enterprises, the total registered capital was 11,595 14
billion VND, an increase of 10.0% compared to the same period in the number of businesses and rose up 134.96% in the registered capital, the scale of registered capital of 01 enterprise was 18.6 billion VND, also increasing by 113.02% compared to the previous year; There were 140 dissolved enterprises, decreased by 30.34% over the same period (the same period dissolved 201 enterprises). Collective economy: Establishing 17 cooperatives and 476 members with a total charter capital of 7.6 billion VND; dissolved 01 cooperative. Accumulated, there were 130 cooperatives, with 30,848 members, total charter capital of about 234 billion VND. 4. Consumer price index, gold and USD price index Consumer price index (CPI) in Demcember 2019 in the province increased by 3.98% compared to December last year, so the average of the year, consumer price index increased 2.82% compared to 2018. Gold and US Dollar price index: Due to the impact of gold price, USD price on the world market, the average price of gold in Dec. 2019 was 3,981,000 VND/one-tenth of tael of gold, grew up 16.66% over the same period of previous year, the annual average increased by 6.80%; The US dollar price in Dec. 2019 was 23,274.29 VND/USD, 0.49% lower than the same period last year; The average price index of USD in 2019 increased by 1,05% compared to 2018. 5. Results of business production in some sectors 5.1. The agriculture, forestry and fishing Agricultural production situation in 2019 has certain difficulties, the price of some agricultural products was unstable, the production costs increased, the weather was not suitable for some crops, economic efficiency was low, so the conversion of crops takes place regularly, has changed the crops structure in production crops. The paddy production in the whole year of 2019 reached 806,719 tons, went down 6,279 tons compared to 2018; the maize production reached 28,238 tons, declined 4,202 tons compared to 2018; the production of vegetables and legumes reached 375,225 tons, reduced 4,842 tons. In 2019, the situation of perennial tree production in the province was still maintained and developed stably, mainly focusing on fruit trees. The 15
conversion of crops taked place regularly, the structure of plants changed positively. The prices of some fruit products tended to increase slightly, but the price of rubber continued to fall, affecting significantly on income as well as investment plans of producers. The total perennial areas in the province reached 121,700 hectares, decreased by 2.36% (-2,942 ha) compared to 2018. Regarding forestry production, the year 2019 was not very favorable. The weather in the early months of year was hot, the sunshine lasted, the temperature was always at a high level and extremely dangerous, potentially causing a high risk of forest fires, but from the middle of the year there were rains to create favorable conditions for planting, take care and protect forest and prevent forest fires. Newly planted forest area of the whole province reached 421 ha, an increase of 27.58% compared to 2018; The exploited wood production reached 61,269 m3, went down 3.51%. There was no forest fires during the year, but 95 cases of violations of the law on forest management, protection and forest product management (declined 30 cases compared to the same period in 2018), 67,126 m3 of timber of all types and some other material evidences and means were confiscated. The situation of domestic aquaculture and exploitation in 2019 in the province faces a number of difficulties due to unusual weather, intense heat, besides the price of some products of the producers was lower and lower, but the cost of food for aquaculture as well as the high cost of fishing partly affected aquaculture and fishing. The aquaculture area reached 638.01 ha, down 14.58% over the same period; Aquaculture production in the whole year of 2019 reached 7,582 tons, down 28.61% compared to 2018. 5.2. Industry The industrial production index in 2019 increased by 16.01% compared to 2018. In the 2-digit industrial activities, the IIP of some activities recorded a high increased in 2019 compared to that the previous year such as: Textile up 30.11%; manufacture of leather and related products increased by 12.79%; manufacture of rubber and plastics products increased by 12.76%; manufacturing increased by 31.51%; electricity, gas, steam and air conditioning supply increased by 133.25%; sewerage and sewer treatment activities increased by 38.36%; waste collection, treatment and disposal activities, materials recovery increased by 16.48%. In the mean time, some activities saw a low growth rate or declined over the previous year: Manufacture of wearing apparel increased by 2.0%; manufacture of other 16
non-metallic mineral products increased by 1.29%; manufacture of food products increased by 1.05%; other mining decreased by 3.37%. 5.3. Trade and transport services In 2019, the preliminary total retail sales of goods and services in the province was 79,783 billion VND, went up 9.31% over the same period (năm 2018 increased 9.72%). In which, the commercial revenue increased by 9.62%; the accommodation, food and beverage services increased by 9.32%; the tourism increased by 2,71%; other services increased by 6.92%. Passenger carried in 2019 reached 19,424 thousand passengers, an increase of 5.16% compared to the previous year and passenger traffic was 1,418 million passengers.km, an increase of 7.34%. The freight carried reached 15,656 thousand tons in 2019, an increase of 7.12% compared to the previous year and the freight traffic was 1,177 million tons.km, an increase of 7.13% over the previous year. 6. Some social issues 6.1. Population, labor and employment The average population in 2019 in Tay Ninh province was 1,171,683 people, an increase of 11,002 people, equivalent to 0.95% over 2018, of which the urban population was 208,300 people, accounting for 17.78%; the rural population was 963,383 people, accounting for 82.22%; the male population was 585,500 people, accounting for 49.97%; the female population was 586,183 people, accounting for 50.03%. The preliminary labor force aged 15 and above in 2019 reached 706,972 people, an increase of 4.44% (corresponding to +30,027 employees) compared to 2018. The employed population aged 15 years and above working in economic activities was preliminary at 696,467 people in 2019, an increase of 28,947 people compared to 2018, of which the agriculture, forestry and fishery sector accounted for 28.00%; the industry and construction sector accounted for 31.46%; the service sector accounted for 40.54%. The rate of labor in the age of pre-training in 2019 reached 12.48%. The unemployment rate of the labor force in working age of 2019 was 1.54%, of which the urban area was 1.47%; the rural areas were 1.55%. The average monthly income of salaried workers aged 15 and above in 2019 reached 5,888 thousand VND, of which the urban area reached 5,922 thousand VND; the rural areas reached 5,710 thousand VND. 17
6.2. Social order and safety In 2019, the province occurred 151 traffic accidents from less serious or more, killing 67 people, injuring 126 people (compared the same period: down 65 cases, decreased by 15 deaths, decreased by 50 injuries); The main cause of accidents were that the driver was not on the right part of the road, diverted to avoid the lack of observation and used of alcohol when participating in traffic. There was no traffic accident happened in the waterway in the year. In 2019, there were 26 fires occurred in the province, no damage in people, the property damage was about 45,126 million VND, down 5 cases compared to the previous year, but the amount of damage increased by 30,377 million VND compared to the same period last year. In summary, in the context of the national socio-economic situation, there were many positive changes in the year 2019. In the province, despite the complicated changes of weather due to climate change, along with the general price of agricultural products, there are many fluctuations, greatly affecting the production and daily life of people. However, the province's economy continued to maintain a relatively high growth momentum, reaching and exceeding the plan. Agricultural production was still not overcome difficult, especially cultivation and husbandry, on the one hand because the price of some key agricultural products of the province was not stable, leaf mosaic on cassava was not prevented, the African swine fever occurred spreads. On the other hand, the delay of conversion of annual crops to perennial crops slowed down the growth rate of agricultural production.
