Many East Asian economies experienced rapid economic growth since the early 1960’s, with Singapore and Malaysia being two of the best performers. Various factors have contributed to this growth. They include export-orientated policies, capital investment, a market-friendly approach and an institutional regulatory framework that attracts foreign investors. Another factor is the role of human capital in the form of formal and informal education. Human capital has been researched at both the theoretical and empirical levels.

The primary objective of this research is to provide an account of the ways in which elite higher education institutions adapt and respond to external institutional logics for social inclusion practices. In particular, it explores and investigates the pattern of elite public universities’ social inclusion practices as a result of government higher education policy frameworks and higher education market features. It also aims to uncover variations between the four selected elite universities in Australia and Malaysia in regard to social inclusion practices.

The research findings suggest that the entrepreneurs former place of employment is inadvertinly creating entrepreneurs. The findings also suggest that self-efficacy and risk taking is positively correlated to entrepreneurship, while simultaneously the fear of failure is a factor for many Irish entrepreneurs. The need for achievement and observing successful entrepreneurs were also prominent motivating factors for starting up a business.

The policy for the higher education system has been quite successful in both expanding the share of the population receiving university education and in broadening the recruitment base to include traditionally non-academic segments as well as students with disabilities or other disadvantages. The purpose of this paper is to provide an overview of the status of PWDs in Vietnam as well as analyse the country’s legal framework and policies governing PWDs. To this end, the paper firstly presents facts and figures regarding PWDs in Vietnam. Secondly, the paper reviews Vietnam’s commitments to international policies and standards, and the legal framework and policies towards PWDs in general and students with disabilities (SWDs) in particular at the national level.

This paper is an attempt to look at Vietnam’s current higher education system in terms of access and equity. Using logistic regression model and data from the Vietnam Household Living Standard Survey 2016, the paper also examines the factors explaining the enrolment in higher education in Vietnam. It shows that there has been a wide gap in the access between the rich and the poor, and between the Kinh/Hoa majority and the ethnic minority group in Vietnam. Therefore, public policies to assist disadvantaged groups getting access to higher education will be needed.
